Giving millions more access to care, Medicaid expansion strains California’s health system

The number of uninsured people in the U.S. has fallen dramatically since the implementation of the Affordable Care Act, especially in states that have expanded access to Medicaid. In California, 3 million more people than expected have enrolled in Medicaid. But that success has exacerbated longstanding shortages of some kinds of care.
